Most often the answer is Yes.  Most cruise lines require a per person deposit to hold the cabin.  Cruise lines often run promotions to reduce the deposit and sometime have a promotion to hold a cabin reservation with only one deposit.

TravelOut recommends that you book through the cruise line however.
By booking with the cruise line you are covered in case the ship’s return to port is delayed and for a variety of other reasons. Typically the airfare quoted with the cruise line is very competitive compared to what you could book with the same airline.
